Our client is recruiting for a Regional Manager for Gauteng, KZN, WC, EC Regional Offices to lead and manage the Regional Rail operations in line with the strategic intent of the Company.
1.Development of Regional strategies and plans
- Develop operational plans in accordance with commuter needs, policies, procedures, legal requirements, and allocated time frames for:
- Train Operator (Rolling Stock & Train Operations)
- Station Operator (Customer Services)
- Network Operator (Signals, Perway, Electrical & Telecommunications)
- Protection Services
- Safety and Risk
- Stakeholder-related services e.g., diesel locomotives, stations, and network availability where assets belong to the stakeholder.
- Determine Regional priorities and ensure effective allocation of resources to these priorities.
- Develop and implement efficiency measures to ensure optimum capacity utilisation and performance.
- Monitor the implementation of regional operational plans to achieve business objectives.
2.Direct and lead regional operations
- Identify and oversee the implementation continuous improvement in all processes and revenue generation /business growth opportunities such as:
- introduction of new business/services — (i.e., express trains, special trains).
- generation from other Rail Operators traversing through the infrastructure and train operating control assets.
- revenue from other recoveries e.g., effective sales of scrap and others.
- Manage and lead the provision of the following services to ensure achievements of set Fare Revenue, Patronage targets and business objectives:
- effective and adequate allocation of trains in line with demand and corridors.
- availability of trains and time keeping of trains.
- reduction of travel time at corridors.
- safe movement/operations of trains.
- safe operations of stations.
- safety of all assets/commuters/employees.
- adequate quality and timeous communication with all stakeholders and commuters on any changes to the service, price reviews, etc.
- implementation of regional compliance and risk management systems.
- Monitor Regional adherence to the company policies and standards.
3.Corporate governance Compliance and risk management
- Promote measures to safeguard the operating license (e.g., through the principle of safe movement on rail etc.).
- Develop and manage:
- Regional safety improvement plans.
- Risk Register.
- Regional Business Continuity Management plans.
- Regional Disaster Management plans.
- Manage the legal appointments for the region in line with Act 85.
- Conduct regional internal audits when required.
- Manage the implementation of internal/external audit recommendations and Rail Regulatory (RSR) directives within the region.
- Establish governance and communication structures.
4. Stakeholder Management
- Identify and nurture strategic relationships with key partners and stakeholders.
- Liaise with key internal and external stakeholders on their needs and requirements.
- Maintain good working relationships with external service providers through an effective and efficient contract management process, e.g., Contractors and suppliers, Emergency Services and South African Police Services, External Stakeholders, Commuter Forums, Eskom etc.
- Participate in critical stakeholder forums to ensure that regional interests and relationships with stakeholders are safe guarded.
5.Management of resources
- Oversee human, physical and financial resources in line with the organisational policies, processes and procedures.
6. Reporting
- Report and advice on regional operations, emerging risks and performance etc.
- Undertake general and regulated reporting (annually, quarterly, and monthly) as required.
Qualifications Required
Minimum
- Degree in Business Management / Operations Management / Commercial / Engineering / Transport
Ideal/Added Advantage
- Post Graduate Qualification in Business Management / Operations Management / Commercial / Engineering / Transport
Minimum Experience Required
- 10 years’ experience in a rail operations environment, of which 5 years should be at a managerial level.
- Valid Driver’s License
Training and Knowledge
- PMFA, BCEA, Act 85, POPIA, RSR Act, Govt Policy on Rail etc.
- Relevant city bylaws, SANS Facilities Codes, ISO 9000 etc.
- Rail Strategy, Corporate plan, Integrated Transport Plan and Integrated Rail Plan, Train working rules
